Korean Agricultural Policy Experiences for Food Security (KAPEX) Training is one of programs of collaboration research between Korea Rural Economic Institute (KREI) and Indonesian Agency for Agricultural Research and Development - Indonesian Soil Research Institute (IAARD-ISRI). The training itself was held in Seoul, Jincheon, Daejeon, Jeonju, and Naju City on June 10-14, 2019.

The participants of the training were three senior-level officials and two senior researchers from IAARD-Indonesian Center for Agricultural Land Resources Research and Development (ICALRRD) and IAARD-ISRI. They were Dr Haris Syahbuddin, Dr Asmarhansyah, Ibrahim Adamy Sipahutar, M.Sc., Dr Wiwik Hartatik, and Dr Etty Pratiwi.

The objectives of the training were (1) to share and enhance participant’s knowledge and understanding of Korea’s agricultural and rural development policy and (2) to build the capacity of participants to plan and implement agricultural and rural development policies and programs in their country.

The training were divided into two activities, namely Lecture and Discussion and Field Trips. The lecture of Environmental Friendly Agriculture and Fertilizer in Korea was presented by Dr Changyong Kang from KREI and Korea’s Soil Management Practices was presented by Dr Yoohak Kim from National Institute of Agricultural Science (NAS). The Field Trips were conducted by visiting Korean Fertilizer Association, Organic Fertilizer Company, Korea Organic Fertilizer Industry Cooperative, Paprika Farm, NAS, and KREI.

During the field trip, the participants had a chance to visit NAS Lysimeter Station as the biggest Lysimeter Station in Asia with 36 precision lysimeters (surface area 1 m2 and depth 1.5 m). There are 18 lysimeters with paddy soil monoliths, and the other 18 lysimeters with upland soil monoliths, consisting of three types for upland soils and three types of paddy soils.

Dr. Haris Syahbuddin, as head of delegation, stated there is no doubt that the training enhanced the capacity of Indonesian government officials and researchers related to the developing of environmental friendly fertilizer. He added that there is a need for all of us to create public awareness of the importance of developing environmental friendly fertilizer since it significantly reduces the cost, environmentally safer, but still give an attained productivity.

In closing ceremony at KREI Office in Naju City, Dr Minkook Jung, Vice-President of KREI, said thank for the collaboration research between KREI and ISRI. He really expected that KREI and IAARD-ISRI will have a good and strong partnership in conducting a collaboration research in the future. (As and M.Is, 18 June 2019).

Digital innovation and new technology have emerged as one of the means that play a role on agricultural sector and enhanced food security, and many countries have been applying information and communications technology (ICT), optimal environment for crops and livestock. In recognition of contribution of ICT-based smart agriculture in achieving sustainable food production, this workshop was held on 11-12 June, 2019 in Courtyard Marriot Namdaemun Hotel, Seoul, Korea under collaboration of APEC, Ministry of Agriculture, Food and Rural Affairs of Korea, EPIS and FAO Korea.

This workshop was attending by 11 countries representative as Korea, Indonesia, USA, Thailand, Vietnam, China Taipe, China, Papua Nugini, Philipine, Germany, and Russia. Indonesia representative   was Dr Adha Fatmah Siregar from Indonesian Agency for Agricultural Research and Development - Indonesian Soil Research Institute (IAARD-ISRI). During this workshop, there were five presentation including from Indonesia. All participants shared their countries experiences on applying smart agriculture policies. On Indonesia case itself, we shared our valuable innovation that has gave many great impact in improving agriculture activities such as soil test kit, integrated planting time calendar (KATAM), soil map for P and K status and others policies and innovations.

The committee also provided a field trip, to visit MANNA CEA (Controlled Environment Agriculture). MANNA CEA is a smart agriculture company that develops controlled environment agriculture system and automated food production solution that use aquaponics farming methods.

As a remarks on this workshop, there are several aspect that must be considered on Smart Agriculture Policies, there are administrative aspect, technology aspect, industrial aspect, educational aspect and international corporation. (AFS dan M.Is, 16 June 2019).

 

Pagi ini Balittanah mendapat kunjungan Tim dari RDA (Rural Development Administration)-AFACI,  yaitu Dr. Byonggu Ko (Director Organic Agriculture Division) dan Mr. Jongho Park (Peneliti di RDA). Diskusi mengenai pertanian organik dilaksanakan di ruang Ka. Balittanah dengan delegasi RDA-AFACI. Ka Balittanah (Dr. Husnain) didampingi oleh peneliti Balittanah.

Setelah dari Balittanah, Tim RDA dan TIm Peneliti Balittanah melaksanakan kunjungan ke Direktorat Serealia,  Ditjen Tanaman Pangan dan berdiskusi mengenai pertanian organik.

Selanjutnya, Tim Korea dam Tim Peneliti Balittanah  sore hari nya menuju Semarang untuk kunjungan ke  beberapa lokasi pertanian organik di Jawa Tengah. (M.Is, 11 Juni 2019).

 

Kegiatan field visit tersebut dilakukan pada tgl 11-13 Juni 2019 yang didahului dengan kunjungan instansi dan diskusi di Balittanah, Direktorat Serealia, Ditjen Tanaman Pangan, Jakarta dan Distanbun Provinsi Jawa Tengah di Ungaran.

Di Balittanah, Tim AFACI (Asian Food and Agriculture Cooperation Initiative) yg  terdiri atas Byong-Go Ko, Ph.D. (Direktur Divisi  Pertanian Organik) dan Jongho Park (Peneliti)  diterima oleh Ibu Kepala Balittanah (Dr. Husnain) dan Tim Peneliti Balittanah untuk Kegiatan ANSOFT (The Asian Network for Sustainable Organic Farming Technology)-AFACI.

Pada kesempatan tersebut Ibu Kepala Balittanah bersama Tim Peneliti menyampaikan status progres kegiatan ANSOFT Indonesia yang akan berakhir pada Juli 2019. Ada petunjuk dari Tim AFACI  bahwa kegiatan ANSOFT mungkin akan ada kelanjutannya. Selanjutnya Tim AFACI didampingi Tim Peneliti Balittanah berkunjung dan diskusi dengan Kasubdit dan staf Direktorat Serealia, Jakarta yang menangani kegiatan pengembangan desa organik berbasis komoditas tanaman pangan (padi).

Tim AFACI tertarik untuk mengetahui data dan informasi mengenai Program Desa Organik, baik tingkat nasional, provinsi, maupun implementasinya di lapangan. Di tingkat provinsi Tim AFACI dan Balittanah memperoleh data dan informasi yg dimaksud langsung dari Kepala Dinas Pertanian dan Perkebunan Prov.Jawa Tengah.

Selanjutnya Tim diarahkan untuk terjun ke lokasi desa organik, yaitu Desa Kelurahan, Kec. Jambu, Kab. Semarang (berbasis tanaman perkebunan kopi), Desa Batur, Kec. Getasan, Kab. Semarang (berbasis sayuran), Desa Sumberejo, Kec. Ngablak, Magelang (berbasis sayuran) dan Desa Sawangan, Kec. Sawangan, Magelang (berbasis padi). Desa Batur, Getasan merupakan lokasi kegiatan ANSOFT Indonesia sehingga Tim AFACI saat itu sekaligus melakukan monitoring lapangan dan berdiskusi dengan para petani setempat.

Berdasarkan definisi dari Direktorat Serealia: Desa Organik berbasis tanaman padi itu jika sudah ada usahatani padi organik seluas 20 ha yang dikelola oleh petani secara berkelompok (Poktan padi organik). Pembangunan desa organik diawali dengan bimbingan teknis dan bantuan Saprodi (benih, Pupo, Puhay, UPPO=Unit Pengolahan Pupuk Organik atau APPO=Alat Pengolahan Pupuk Organik) melalui Poktan serta biaya untuk sertifikasi organiknya.

Implementasi pembangunan desa organik dimulai sejak th 2016 yang ditargetkan sebanyak 1.000 desa organik hingga akhir tahun 2019 ini.  Salah satu kendala  di lapangan adalah sertifikasi organik, selain prosesnya perlu waktu (lebih dari satu tahun) juga biayanya mahal sehingga belum semua basis komoditas di desa organik itu "organic certified". Pemasaran organik juga masih jadi kendala, terutama serapan pasar organik itu baru sekitar 25-30%, seperti disampaikan oleh petani kopi dan sayuran.

Produk organik lainnya dijual pada pasar konvensional. Usahatani organik masih menguntungkan karena harga jual pada pasar organik cukup tinggi (2-5 kali lipat) dan biaya usahataninya relatif lebih murah daripada usahatani konvensional. Produktivitas usahatani organik yg sudah berlangsung sekitar 2 tahun (4-5  MT padi) tidak kalah daripada usahatani konvensional, bahkan cenderung lebih tinggi setelah lebih lama dari itu dengan penggunaan Pupo yg konsisten, sebagaimana dinyatakan oleh Bpk Kepala Distanbun Jawa Tengah. To increase the role of the Indonesian Soil Research Institute (ISRI) as a center of excellence in technology (Pusat Unggulan Teknologi-PUI), the role of its researchers in international events is increasingly enhanced both in publications and international seminars or workshops. At the international workshop on "Enabling Capacity in Production and Application of Bio-pesticides and Bio-fertilizers for Soil-Borne Disease Control held by the Food and Fertilizer Technology Center - Taiwan (FFTC) and the Vietnam Academy of Agricultural Sciences (VAAS), 7 - 9 May 2019 in Hanoi, Vietnam, Dr. Surono, ISRI researcher, was invited as a speaker to present his experience in research on controlling soil-borne disease with the title "The Soil-borne Pathogen/Disease Problems and Management Strategies: Experience from Indonesia".

Soil-Borne disease is one of the main problems that reduce agricultural crop production. In Indonesia, soil-borne diseases attack plants that have high economies in both food crops, horticulture and plantation crops. The Phytophthora capsici has attacked almost 4,000 hectares of pepper plantations in Indonesia. While, Ganoderma boninense has become a major problem in Indonesia's oil palm plantations. Rigidoporus microporus, Fusarium oxysporum, and Sclerotium roflsii are soil-borne pathogens which cause many losses to agricultural production in Indonesia. In his presentation, Dr. Surono shared his research experience about controlling Phytophthora foot rot disease in pepper plants caused by P. capsici using bio-organic fertilizer which is able to reduce the attack of the disease and increase pepper yield by more than 30%. In addition, he explained about the DSE fungal research from the tropical regions of Indonesia which he and his team are doing. DSE fungal research results were very effective in controlling soil-borne pathogens such as controlling the growth of R. microporus as a cause of white root rot disease in rubber plants, Fusarium oxysporum in tomato plants that caused fusarium wilt, and Ganoderma boninense which caused basal stem rot disease in oil palm plants. The DSE fungi are able to produce antimicrobial pathogenic compounds that have the potential to be used as biofertilizer and biopesticide. During the meeting, there were also many participants who asked about the role of DSE as biofertilizer and biopesticide because research and publications about DSE for plant growth promoters and controller of the soil-borne disease have not been carried out in tropical regions.

This international workshop activity was held for 3 days, from 7 to 9 May 2019 in Hanoi, Vietnam. A total of 23 speakers and hundreds of participants from 8 participating countries attended this event such as ISRI, NARO-Japan, MARDI-Malaysia, UPLB-Philippines, CIAT-Asia, iEES-Paris-IRD, CABI-SEA, TARI-Taiwan, Sunchon National University-Korea, and others. Through this international workshop, it is expected that there will be an exchange of experience and agricultural technology related to biofertilizers and biopesticides for the control of soil borne disease and for the development of organic agriculture from various countries.

After two days of conducting presentations and discussions at VAAS head office, then on the third day continued an educational trip to organic farms in Thanh Xuan commune, Soc Son district in the vicinity of Hanoi. After visiting organic farms, continued to visit a pilot plant that produces organic fertilizer and saw the process of making organic fertilizer using a fast composting machine made by Japan (Sur, 11 May 2019).
